Zoe previously led the Hāpai Ministry of Health funded National Tobacco Control Advocacy Service, prioritising the policies and actions needed to deal with the health, social and economic harms linked to tobacco use, especially for Māori.   

She has specialist expertise in leading strategic community engagement, public health and health promotion initiatives for problem gambling, nutrition and physical activity, tobacco control and alcohol and other drugs. 

Zoe has been responsible for increasing the public health sector’s knowledge and delivery of best practice public health initiatives and informing and engaging Māori in policy development at a local, regional and national level. 

In her free time, Zoe enjoys spending time connecting with the whenua me te moana with her two boys, Kaitiaki and Ngātai, and husband Jason Hawke (No Orākei).
